New - fizzim.pl (backend) version 3.0 with SystemVerilog

Version 3.0 of the backend verilog generator fizzim.pl is here. A new option -lang allows for SystemVerilog output format.

Release 3.0 also includes pdf versions of the documentation.

Version 3.1 is like version 3.0 with a few small bug fixes. See the README for details

Version 3.6a adds parameter support and several smaller enhancements.  See the README for details.  (The "a" is for the one-button mouse Mac fix).
